As the rope gets wrapped around the pole, the weights, in this case children and wood, are raised up.
When the man lets go, the weight lowers, spinning around the pole. When the weight gets to the bottom, the momentum keeps it moving so that the children go back up the pole a fraction of the original height.
No motors, no electricity, no fuel… just human muscle.
Instead of raising children up in the air, this could be modified to lift other heavy objects.
Perhaps the wind could be used to lift heavy objects. If a vertical axis wind turbine were connected to the center pole, it could lift objects up.
Some day if I find the time, I would like to build one of these.
